The following leaflet was originally produced by Angus Council, Scotland, some years ago. Apparently, no current copies are produced - WHY? Some similar leaflets are (were) likely produced by other Local Authorities too.

You might be saving someon's life by reporting a fault, give CLARENCE a call.

The CLARENCE FREEPHONE applies in other local authority areas too. Calls from mobile phones are NOT FREE and, from experience, will likely be directed to the wrong local authority.
Due to the 'careful attention' of those setting-up this system your call may not be directed to the proper local authority, even although you are calling within their boundary, but, supposedly, they will accept your report and forward it to that authority. Apparently this is because the 'local' telephone exchange calling numbers can cross LA boundaries.
